Sovereign Capability

An aircraft you cannot build, modify or resupply without another government's permission is not a capability. It is a dependency. Amnis Tech exists to remove that dependency.

The Sovereign Drone Mandate

Nation after nation is launching a defence drone initiative — programmes to accelerate the development, testing and production of uncrewed and autonomous systems within their own borders, so that armed forces, coast guards, search-and-rescue services and remote wildfire operations hold the sovereign capabilities they need in an increasingly complex security environment. Canada's Defence Drone Initiative (DDI), launched in July 2026, is one clear articulation of it. The United States, NATO members and allied partners are moving on the same requirement.

These programmes all name the same problem. Allied forces have spent two decades buying uncrewed systems whose airframes, autonomy software, sensors and spares sit behind another government's approval gates. When the security environment tightens, those gates close first — and a grounded fleet is not a capability. In-nation development, testing and production is the answer, and it has to be built before it is needed.

Three pillars, every programme

  • Development — national design authority over the airframe and the autonomy stack.
  • Testing — trials in the conditions the fleet will actually fly: ice, salt, desert heat, cold soak, contested spectrum.
  • Production — in-nation manufacturing at volume, with sustainment that does not cross a border.

How Amnis Tech Meets the Requirement

Six conditions any sovereign programme will hold us to

In-nation design authority

Airframe, flight control and autonomy engineering held inside the operating nation, so configuration changes, payload integration and mission-software updates are authorised and executed locally — at the operator's tempo, not a foreign licensor's.

No export-licence chokepoint

Systems architected to avoid third-country export-control dependencies on flight-critical components. A fleet grounded waiting on a foreign licence decision is not a sovereign fleet.

National data residency

Imagery, telemetry and mission data stay within national infrastructure under national key management. No vendor cloud in another jurisdiction holds an agency's surveillance record.

Testing in theatre conditions

Cold-soak, icing, salt-fog, desert heat and smoke-column trials run in the environments the fleet will actually work — Arctic, maritime, mountain or wildfire — rather than a temperate proving ground and an extrapolation.

NATO and allied interoperability

Command, control and data formats built to NATO and allied standards so platforms plug into coalition operations, incident-command systems and existing ground control without bespoke integration work.

Auditable supply chain

Componentry sourced from allied suppliers with documented provenance, so procurement offices can answer where every flight-critical part originated.

Where we stand today. Amnis Tech is establishing this in-nation capacity now, and is positioning to participate in sovereign drone programmes including Canada's DDI. We hold no awarded contract under any such programme and are not claiming completed certification. Programme status, facility plans and current qualification evidence are shared directly with procurement offices on request — and we will always tell you plainly what is in service, what is in trials, and what is still on the bench.

The Same Model, In Any Allied Nation

The requirement is the same in Ottawa, Washington, Brussels and every allied capital: nations want uncrewed capability they own outright. Our model is built to be replicated — national design authority, local production, in-nation sustainment — wherever a government needs its own capability rather than a licence to operate somebody else's.

For coalition operators, that means platforms that interoperate on NATO and allied standards while each nation retains control of its own fleet, its own data and its own production line.

ISR, counter-UAS and tactical resupply under national design authority — Canada's CAF, US forces and allied militaries.

Coast guards & SAR

Maritime domain awareness, ice and coastal patrol, and search-and-rescue sorties in the weather that grounds crewed aircraft.

Wildfire & emergency

Remote forest fire support: hotspot mapping, perimeter tracking and night operations over terrain with no road access.

Primes & civil agencies

Subsystem supply and teaming on allied programmes with domestic-content rules, plus municipal, state and federal operators under the same data-sovereignty guarantees.
